DWA-CIMA: Results of the "Beyond media development" sessions- Session 2

Media in Asia can have many positive functions: They can inform people, give them a voice, enable dialogue, act as watchdogs. But media also create, and even worsen problems. Instead of serving the public and speaking truth to power, many media outlets act as mouthpieces of the powerful or misuse their own power, repeat rumors without verification, or feed the polarization of societies. Such media actions have a harmful influence that reaches far beyond the media sector itself. It is time to revisit the relationship between the broader governance environment and the media sector – and to reconsider the role media development can play here.

The panelists of this session will outline the results of a multi-stakeholder consultation that has taken place during a side event at the WFMD (see session 1). They give an overview of challenges, new perspectives and possible solutions for media systems in Asia. The topics may include standards of freedom of expression, media viability and independence, as well as issues of media regulation and media concentration.

This session builds on a global consultation process initiated in 2015 by DW Akademie and the Center for International Media Assistance (CIMA) under the title “Media Development and the Governance Debate: Reframing the agenda”. This process has included consultations in Bonn, Washington and Bogotá so far – and has involved numerous institutional partners, in particular in Latin America.

Most importantly, this plenary session will benefit from the occasion to engage with all conference participants, hear their comments and include their perspectives on this multi-stakeholder consultation initiative.
